Accessibility Statement

This accessibility statement applies to the Verint Customer Portal.  

This website is run by Manchester City Council and is designed to be used by as many people as possible. That means you should be able to: 

  • change colours, contrast levels and fonts using browser or device settings 
  • zoom in up to 400% without loss of content or the text spilling off the screen 
  • navigate most of the website using a keyboard or speech recognition software 
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver) 

We’ve also made the website text as simple as possible to understand.

How accessible this website is  

We know some parts of the website are not fully accessible: 

  • screen reader users will not be able to navigate the website using headings as landmarks  
  • keyboard focus indicators are missing or have low contrast  
  • there is a loss of content in the address look up dropdown and the cookies banner when zoomed into 400% 
  • the website logo contains insufficient alternative text 
  • the maps do not pass contrast ratio requirements and require more description for a screen reader user

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed below.

The content listed below is non-accessible for the following reasons. 

Non-compliance with accessibility regulations 

Form time limit

For security reasons all forms timeout after 30 minutes of inactivity. This fails WCAG 2.2.1 Timing Adjustable Level A. We plan to implement functionality that allows the user to save data and ensure that the user is given clear instruction by May 2024. We will work with the provider to make sure all forms can be adjusted to turn off or extend the time limit or that the time limit exceeds 20 hours.

Missing keyboard focus 

The keyboard focus indicator is missing on some text input boxes, links and buttons. This fails WCAG 2.4.7 Focus Visible Level AA. We plan to add keyboard focus indicators to all links, buttons and text input boxes by May 2024. We will make sure that any new interactive features will have clear keyboard focus indicators.  

Keyboard focus: indicator contrast ratio  

The keyboard focus indicator contrast does not meet the 3:1 contrast ratio minimum on input boxes. This fails  WCAG 1.4.11 Non-text Contrast Level AA. We plan to add the correct contrast ratio for all components and input boxes by May 2024. When we publish new content we will make sure our contrast ratio meets accessibility standards.  

Zoom to 400% 

There is a loss of content when zoomed into 400%. This includes the:  

  • list of address results in the map address lookup  
  • button to allow ‘necessary cookies only’ or ‘customize’ cookies 

This fails WCAG 1.4.10 Reflow Level AA. We plan to make all content available at 400% zoom by May 2024. We will make sure that any new content is available and functional at 400% zoom.  

Contrast ratio: map colours 

The colours used for the map do not meet the 3:1 contrast ratio minimum. This fails WCAG 1.4.11 Non-text Contrast Level AA. We plan to make sure the colours on the map meet the colour contrast ratio by May 2024. We will make sure that all new maps meet colour contrast accessibility standards.  

Link text 

Screen readers announce “clickable ESRI link” while navigating the map which gives no context on what ESRI is. This fails WCAG 2.4.4 Link Purpose (In Context) Level A. We plan to make sure all links have full context by May 2024. When we publish new content we will make sure that links have clear context for all users.

This statement was prepared on 18 March 2024. It was last reviewed on 18 March 2024. 

The website was last tested on 15 March 2024 against the WCAG 2.2 AA standard. 

The test was carried out by Invuse. The most viewed pages were tested using automated and manual testing tools using Google Chrome, Microsoft Edge and Apple Safari.
